MILPITAS, Santa Clara County — October 25, 2026. Milpitas residents struggling with household expenses may qualify for city discounts through the Milpitas Assistance Program (MAP). The city’s official program page states that enrollment is continuous and that qualified households can receive benefits on water and sewer bills, city recreation programs and certain building-permit fees.

Who qualifies?

The city groups applicants into three tiers based on income and circumstances. Qualification may depend on household income below the applicable Santa Clara County limits, participation in specified assistance programs, or documented temporary financial hardship such as job loss or a serious illness. The city says proof of Milpitas residency and income is required; water/sewer applicants also need a municipal utility bill. Its 2026 published income table gives, for example, a one-person household Tier 1 limit of $71,950 and a four-person household Tier 1 limit of $102,750. These are eligibility thresholds, not amounts of financial assistance.

How large are the discounts?

For Tier 1, the city advertises up to 50% off eligible water-meter and sewer connection charges, up to $50 off water use, and 75% off city-run recreation programs up to a $1,000 household cap. Tier 2 offers smaller discounts, including up to $30 off water use and 50% off qualifying city recreation costs up to $750 per household. Certain residential permit fees for water heaters, HVAC replacements and electrical panel changes may also be reduced or waived under the rules for the relevant tier. Not every benefit applies to every applicant, and the published terms govern.

When is the next help session?

The city lists a free information workshop Saturday, November 7, from 11 a.m. to noon, at the Barbara Lee Senior Center, 40 N. Milpitas Boulevard. Another session is planned for December 5. Anyone interested should follow the registration directions on the program page and verify space and accommodations. Tier 1 and Tier 2 recipients generally reapply annually; the temporary tier has shorter approval periods.

Contacts and other useful services

The city provides map@milpitas.gov for program questions and (408) 586-3405 for assistance. Milpitas also lists a Building Permit Center at 455 E. Calaveras Boulevard, where in-person and online services have separate hours. Residents should confirm the current office schedule and any posted training-related service restrictions before visiting.

Milpitas News encourages residents to verify program details directly rather than share unconfirmed offers or send sensitive documents to unofficial accounts.
