MILPITAS — CALIFORNIA58 LOCAL REPORT. Milpitas City Manager Willie Hopkins appointed Scott Transou Assistant City Manager, effective July 23, 2026. The city announced the selection publicly in August, identifying Transou as a member of its executive leadership team.

Why it matters locally

Transou previously held an Assistant City Manager position in Compton and served in leadership roles with Alameda County. His background includes managing complex public programs, coordinating departments and improving government operations.

The new assistant city manager will work with Hopkins on organizational priorities and the delivery of city services. The city notes his MBA and Six Sigma Green Belt training as part of his background in process improvement.

Residents and businesses are ultimately affected by how quickly and fairly municipal programs operate. The appointment itself does not demonstrate that a particular service has become faster or more affordable; future performance information will be needed to assess results.
